{"id":8129,"date":"2015-05-04T09:13:05","date_gmt":"2015-05-04T09:13:05","guid":{"rendered":"http:\/\/artout.ro\/reviste\/blog\/?p=8129"},"modified":"2015-05-04T09:13:05","modified_gmt":"2015-05-04T09:13:05","slug":"viena-in-plina-dezvoltare-proiecte-de-urbanism","status":"publish","type":"post","link":"https:\/\/artout.ro\/reviste\/blog\/viena-in-plina-dezvoltare-proiecte-de-urbanism\/","title":{"rendered":"Viena, in plina dezvoltare &#8211; proiecte de urbanism"},"content":{"rendered":"<p>Viena, in plina dezvoltare &#8211; proiecte de urbanism<br \/>\nInterviu cu domnul Franz Kobermaier, seful Departamentului Municipal 19 (MA19) \u2013 Arhitectura si amenajare urbana<br \/>\n al Vienei<\/p>\n<p>Material realizat de Anca Georgiana Muicu<\/p>\n<p>Viena-  un oras in plina dezvoltare, este o metropola care acorda atentie proiectelor de urbanism si peisagistica, avand articulata o strategie pe termen lung.<br \/>\nDoua cele mai recente proiecte sunt noua Gara Centrala din Viena (inaugurata in 10 octombrie 2014) si cartierul Sonnwendviertel precum si \u201easpern Die Seestadt Wien&#8221; (aspern Ora\u0219ul de pe malul lacului din Viena). <\/p>\n<p>Constructia Garii Centrale a influentat dezvoltarea intregii zone, unde se dezvolta un nou cartier modern \u2013 \u201eSonnwendviertel&#8221;. In jurul garii se construiesc numeroase cladiri de birouri (cu o suprafata totala de 550.000 m2), 5.000 de locuinte pentru circa 13.000 de persoane si un parc pe sapte hectare. Astfel, a aparut necesitatea de a crea in zona infrastructura educa\u021bionala corespunzatoare, ceea ce a determinat administratia locala sa ia decizia de a construi noul campus scolar \u201eSonnwendviertel&#8221;, care a inceput sa functioneze in septembrie 2014, fiind considerat a fi unul dintre cele mai moderne centre de educatie din Viena. Ba mai mult, campusul scolar a fost nominalizat la &#8222;Mies van der Rohe Award&#8221; \u2013 premiul Uniunii Europene pentru arhitectura contemporan\u0103. <\/p>\n<div id='gallery-1' class='gallery Ora\u0219ul de pe malul lacului din Viena) este unul dintre cele mai mari proiecte de urbanism din Europa. Pana \u00een 2040 urmeaza sa se construiasca in trei etape pe un teren de 240 de hectare un ansamblu de locuinte si de birouri pentru 20.000 de locuitori precum si 20.000 de angajati. Proiectate dup\u0103 cele mai noi standarde de constructie termoeficient\u0103, gandite chiar a fi energo-autarhice, solutiile urbanistice propuse fac parte dintr-un proiect \u201eliving lab&#8221; ce se deruleaza in timp real.<\/p>\n<p>Mai multe putem afla din interviul de mai jos:<\/p>\n<p>\u00cen momentul de fa\u021b\u0103, Viena urmeaz\u0103 o strategie bine pus\u0103 la punct, dezvoltarea sa este una controlat\u0103. Se urmeaz\u0103 un anumit model care, ulterior, a fost adaptat la context? <\/p>\n<p>Cu privire la dezvoltarea Vienei exist\u0103  din anul 1984 a\u0219a-numitele planuri de dezvoltare urban\u0103. Acestea sunt re\u00eennoite la un interval de 10 ani. Ultimul plan de dezvoltare urban\u0103 pentru Viena a fost aprobat de consiliul municipal  \u00een anul 2014 sub denumirea de STEP2025. Acesta se concentreaz\u0103 \u00een primul r\u00e2nd pe expansiunea viitoare a ora\u0219ului. Planului de dezvoltare urban\u0103 \u00eei sunt subordonate grupuri de specialitate dedicate mobilit\u0103\u021bii,  spa\u021biilor verzi \u0219i  neconstruite precum \u0219i spa\u021biilor publice. <\/p>\n<p>Ce probleme a\u021bi identificat \u00een ora\u0219ul existent \u0219i ce rezolv\u0103ri propune\u021bi pe viitor?<\/p>\n<p>Principala provocare pentru Viena const\u0103 \u00een actuala expansiune a ora\u0219ului. Viena \u00eenregistreaz\u0103 anual un spor de popula\u021bie de 30.000 de persoane. Astfel se impun m\u0103suri de asigurare a necesarului corespunz\u0103tor de locuin\u021be \u0219i de infrastructur\u0103 (tehnic\u0103 \u0219i social\u0103). <\/p>\n<p> Mai exact, care sunt principalele strategii \u0219i proiecte ce vizeaz\u0103 Viena \u00een prezent?<\/p>\n<p>Cele mai importante proiecte se refer\u0103 la construirea \u0219i implicit la alocarea spa\u021biului pentru locuin\u021be, \u0219coli, gr\u0103dini\u021be \u0219i infrastructur\u0103 tehnic\u0103.<\/p>\n<p>De-a lungul timpului, planurile pe termen lung au suferit modific\u0103ri \u0219i au necesitat o adaptare la noile situa\u021bii (de exemplu cererea \u0219i construirea multor cladiri de birouri la un anumit moment, lucru ce a schimbat direc\u021bia planurilor ini\u021biale). A\u021bi identificat posibile astfel de situatii?<\/p>\n<p>Un ora\u0219 se transform\u0103 continuu, a\u0219a \u00eenc\u00e2t prevederile trebuiesc mereu verificate \u0219i adaptate. La ora actual\u0103 acest lucru se \u00eent\u00e2mpl\u0103 mai ales \u00een ceea ce prive\u0219te spa\u021biul public, care este tot mai intens solicitat de entit\u0103\u021bi particulare. Municipalitatea trebuie s\u0103 elaboreze strategii \u00een acest sens f\u0103r\u0103 a pierde din vedere interesul \u0219i binele public.<\/p>\n<p>\u00cen prezent, se pune foarte mult accent pe sustenabilitate \u0219i ecologie, indiferent c\u0103 vorbim de infrastructur\u0103, urbanism sau arhitectur\u0103 &#8211; de la promovarea mersului pe biciclet\u0103 p\u00e2n\u0103 la turnuri ce abund\u0103 de vegeta\u021bie. Exist\u0103 planuri ce vizeaz\u0103 aceste aspecte?<\/p>\n<p>\u00cen Viena exist\u0103 un Oficiu al Mediului, ca entitate independent\u0103, un Departament pentru Protec\u021bia Mediului \u0219i un Departament pentru Protec\u021bie Climatic\u0103. Dup\u0103 cum se vede, a\u0219adar, subiectul mediului \u00eenconjur\u0103tor joac\u0103 un rol primordial pentru Viena. \u00cen cadrul planific\u0103rii urbane, grupul dedicat mobilit\u0103\u021bii se ocup\u0103 intens de acest subiect, mai ales \u00een ceea ce prive\u0219te viitorul transportului urban.<\/p>\n<p>\u00cen Viena exist\u0103  cl\u0103diri semnate de arhitec\u021bi foarte renumi\u021bi, de talie mondial\u0103, ca Jean Nouvel \u0219i Zaha Hadid. Ce impact are acest lucru asupra ora\u0219ului? V-a\u021bi g\u00e2ndit, pe viitor, la \u00eenc\u0103 o posibil\u0103 colaborare de acest gen?<\/p>\n<p>Pentru construc\u021biile semnificative, la Viena se organizeaz\u0103 concursuri. Conform directivelor federale cu privire la licita\u021bii este vorba \u00een general de concursuri deschise \u021b\u0103rilor membre ale UE. Dar indiferent de concursuri, Viena este permanent \u00een c\u0103utarea unor schimburi interna\u021bionale.<\/p>\n<p>P\u00e2n\u0103 acum, vechiul \u0219i noul, din punct de vedere architectural, s-au \u00eembinat armonios, noile cl\u0103diri nu au afectat farmecul vienez dat de arhitectura veche. Pe viitor, crede\u021bi c\u0103 acest aspect va fi la fel de important, adic\u0103 se va proiecta \u00een continuare \u021bin\u00e2ndu-se cont de arhitectura existent\u0103 sau interesul pentru acest lucru va disparea \u00een timp?<\/p>\n<p>Arhitectura istoric\u0103 va juca mereu un rol important pentru Viena. De altfel au fost \u0219i create instrumentele necesare conserv\u0103rii acesteia. La Viena exist\u0103 posibilitatea de a stabili o zon\u0103 de protec\u021bie \u00een planul de urbanism. \u00centregi ansambluri pot fi astfel salvate de la demolare.<\/p>\n<p>Care e cea mai mare provocare, ce ridic\u0103 cele mai multe probleme \u00een conceperea \u0219i realizarea unui proiect? Are Viena un punct sensibil?<br \/>\nDificile \u0219i complicate sunt procesele de negociere cu factorii decizionali \u0219i cu investitorii. Dar cred c\u0103 situa\u021bia este aceea\u0219i \u00een orice ora\u0219.<\/p>\n<p>Care considera\u021bi c\u0103 sunt punctele cheie \u00een proiectarea de calitate? Indiferent de propor\u021biile proiectului, care sunt aspectele prioritare ce \u00eei stabilesc direc\u021bia \u0219i \u00eel definesc?<\/p>\n<p>O premis\u0103 important\u0103 a oric\u0103rui proiect este luarea \u00een considerare a tuturor intereselor \u00eenc\u0103 dinainte de \u00eenceperea proiect\u0103rii. A nu ignora interesele  beneficiarului \u0219i a-i include pe cei viza\u021bi de la bun \u00eenceput reprezint\u0103 timp c\u00e2\u0219tigat ulterior.<\/p>\n<p>Pute\u021bi s\u0103 numi\u021bi c\u00e2teva atribute definitorii pentru munca, interesele \u0219i viziunea departamentului?<\/p>\n<p>Departamentul Municipal 19 \u2013 Arhitectur\u0103 \u0219i amenajare urban\u0103 r\u0103spunde, dup\u0103 cum ne arat\u0103 \u0219i numele, de imaginea ora\u0219ului Viena.
